I am trying to create a map similar to the one shown on this website:

The data I would have available would be in Excel format with addresses etc... From what I have been reading, it seems as if I need to Geocode each address before I can display it spatially. However, most geocoding software seems far too expensive for the project I am doing for a poli sci class, but there are alot of addresses (its a county).
I also downloaded a Tiger file that is supposed to have political maps of the county I am working on and it gave me an SHP and DBF file. I downloaded Map Maker (demo), PolyMap 3.0, and GIS Explorer to attempt to view the maps I downloaded from Tiger but as of yet cannot.
Any advice would be appreciated>

I'll try it, but I also want to experiment with some software as I find this whole field extremely interesting.
